I know dozens of aquaintances under the age of 40.  None of them vote!

Few of them rarely watch, read or listen to national news as they find it mostly negative.  And, they have enough problems of their own to be concerned about the problems of the world... even if they thought they could do something about them.

They feel that virtually all politicians lie... or at least skew the truth into misleading you.  "Politicians seldom deliver on any promises.  And, my vote doesn't really count anyway."

They all agree that "money talks" and eventually, any country with enough money can fund a PAC and "buy" the Presidency of the U.S.
