Former Deerfield Village Manager Dies at 91

Local officials remember Norris Stilphen for 'dedicated service' to the community.

Norris Stilphen, Deerfield's former village manager, passed away Dec. 16 at a nursing home in Maine.

According to the Village Manager's Office, Stilphen served the Deerfield community for 20 years, from 1959-1979, and was a great asset as village manager.

Local officials say his accomplishments include, upgrades to the water and sanitary sewer systems, implementation of subdivision control ordinances and serving as a founding representative to the Northern Illinois Police Crime Lab.

According to Stilphen's obituary, he was born in Sanford in 1919 and served in the U.S. Army.  After retiring as a lieutenant colonel he went on to become a town manager of three communities, including Deerfield, which was his longest stint.

Funeral services with military honors are set for the spring.

He is survived by three daughters. The family is asking those planning an expression of sympathy to consider donating to the American Legion Deerfield Post at 849 Waukegan Road.
